The Skills Policy team at BESA operate on behalf of the Association and lead on all aspects of the skills agenda within our representative sector, including involvement in the development of apprenticeships and apprentice standards across all four devolved nations within the UK. The Skills Policy team are involved in lobbying on behalf of the BSE trades and disciplines that fall within the BESA remit. This involves participation in the appropriate bodies and groups linked to sector skills. A major challenge for the team is to apply strategies and plans to address the skills and diversity gaps within our sectors and the work of the team is vital to secure the growth of BSE skills within the UK. ABOUT THE ROLE
Reporting to the Head of Skills Policy, the job holder will hold management responsibility for a team of Skills Advisors who will work across all four UK nations to advance the awareness and provision of BSE professions and associated training. The job holder will support the Head of Skills Policy in producing, developing and securing the Association’s and, thereby, the industry’s education, skills and apprenticeship and sector education strategy. Working with the Head of Skills Policy, the job holder will represent the interests of BESA and its members through participation in lobbying activities, including participation in groups and meetings that have direct impact on the skills requirements and apprenticeships under our sectoral footprint. The job holder will work closely across all other BESA internal teams, providing updates on matters involving skills to colleagues, members, affiliates and others. This role will undoubtedly involve travel across all UK regions.
Key Duties
- Manage a team of Skills Advisors to generate a programme of activity which will impact the attraction of new talent into the sector and directly impact known skills gaps.
- As well as Apprentice attraction, this work will also include increasing employer awareness of skills and funding, the attraction of tutors and assessors into the sector, and the development of further education provision, exploring all available avenues to progress relevant initiatives
- Represent BESA on skills and learning matters to external stakeholders across the UK, including but not exclusive to, Government departments and agencies, standard setting bodies, and awarding organisations
- Support the wider BESA team in skills and learning policy area advice and guidance as required
- Ensure the BESA policy stance on education, skills and apprenticeships is understood by all key stakeholders
- Maintain a current understanding of relevant government policies relating to skills, funding and training, along with interpreting the impact of such policies on business and employment, and the sharing of this information with the appropriate audiences
- Work with the Qualification & Skills Manager on skills and policy matters as required
ABOUT YOU
Skills & Knowledge – Essential
- Knowledge of apprenticeship and funding systems across the four UK Nations
- An understanding of routes to apprenticeships and the subsequent training and assessment regime for each devolved nation’s qualification system
- Knowledge of the wider sector training environment such as F-Gas and Air & Grease Hygiene
- Highly developed communication, presentation, external liaison and stakeholder management skills
- Experienced in apprenticeship attraction strategies
- Knowledge of the processes and policies within awarding organisations.
- Understanding of competitor activity through market analysis.
- Demonstrable experience of stakeholder management
- Full, clean driving licence and the ability to travel within the UK with stay-over requirements
Skills & Knowledge – Desirable
- Previous experience of leading a team
- Knowledge of the Building Services Engineering / Facilities Management sector

- Strong organisational and work prioritisation skills coupled with attention to detail
- High level of motivation, self-starter, team-player with the ability to deliver within defined timelines.
